Randall at ITS LabtestActing in the role of contract Quality Director for Intertek Labtest, Mr. Randall developed and implemented an ISO/IEC 17025 compliant online quality system leading to laboratory accreditation by the American Association for Laboratory Accreditation (A2LA).  Laboratory accreditation was a significant factor in Intertek Labtest being awarded the Juvenile Product Manufacturer's Association (JPMA) contract to manage the JPMA Product Certification Program. The JPMA contract authorizes Intertek Labtest to test juvenile products and furniture and issue the JPMA mark of approval for those products that pass all tests.  Mr. Randall continues his relationship with Intertek Labtest overseeing the quality system for the Testing (Hardlines/Toys and Textiles), Inspection and Social Compliance Auditing groups located in Springfield, NJ.

Also acting in the role of contract Program Director for Intertek Labtest, Mr. Randall developed and implemented an ISO Guide 62 compliant certification program leading to SAI (Social Accountability International) accreditation for offering SA8000 Certification services portion of the business.  Achieving SAI Accreditation positioned Intertek Testing Services as the fourth SA8000 certification body in the world (the certification program includes Intertek Testing Services offices located in the USA, Mexico, Hong Kong and France).  Upon completion of this assignment, the position of Program Director was transitioned to a full-time employee of Intertek Testing Services.

Formerly the Southeastern Regional Director for National Quality Assurance (NQA), USA, one of the world's largest and most successful ISO 9000 registrars offering more than ninety different scopes of certification, Mr. Randall is a Registered "QMS 2000 Principal Auditor", qualified through the "International Register of Certified Auditors" (IRCA) program with expertise in the areas of Manufacturing, Electronics, Test Houses, Process Industries and Service Industries.  Mr. Randall is also an RABQSA/IATCA Verifying Auditor who witnesses the audits and attests to the competence of individual auditors seeking to obtain an IATCA grade auditor certification.

Randall's IRCA cardWhile Mr. Randall continues to perform ISO 9000 audits on a contract basis for world class registrars such as NQA, USA and Intertek Systems Certification—as well as ISO 17025 Calibration Laboratory Accreditation audits for ACLASS (Assured Calibration Laboratory Accreditation Select Services).  Mr. Randall's consulting firm is consistently successful at assisting clients to implement high performance business systems that are simple, comprehensive, self-sustaining, self-correcting and system-dependent rather than people-dependent.  Refined systems such as these successfully focus on cost management and exceeding customers’ expectations while simultaneously maximizing productivity and minimizing repetitious error, re-work and waste.

Mr. Randall's credentials further include tenure as the National Quality Manager for GE Electronic Services (now GE Instrumentation Services), offering instrument calibration and repair services to the nuclear industry, transportation services industry, telecommunications industry, biomedical/pharmaceutical industry, and a variety of manufacturing industries. Having integrated the activities of 20 individual sites to provide benefits on both a regional and a national level—and having brought each site through successful ISO 9001 certification on its first attempt—Mr. Randall received numerous awards for his performance in this capacity.

Mr. Randall is a co-author of ANSI/NCSL Z540-1:1994 American National Standard for Calibration - Calibration Laboratories and Measuring and Test Equipment - General Requirements; a consulting editor for the 1997 edition of of The Quality Yearbook published by by McGraw-Hill, Inc.,; a contributor to the second edition of The Wiley Encyclopedia of Packaging Technology, published by John Wiley & Sons, Inc.; and the author of ISO 9000 - Questions & Answers, published by GE Electronic Services.

Mr. Randall has served on the U.S. Technical Advisory Group (TAG) to ISO/TC 207 concerned with Environmental Management and responsible for the development of the ISO 14000 series, and continues to serve on the National Conference of Standards Laboratories (NCSL) "TQM Committee for Calibration Services", responsible for the ANSI/NCSL Z540 series of standards.

Mr. Randall is the author of Randall's Practical Guide to ISO 9000 (part of the Prentice-Hall "Professional Technical Reference" library - now in it's third printing); considered to be the standard for the application of ISO 9000—or the development of any quality management system. The book is widely acclaimed for its value to business and quality professionals, ISO 9000 registrars, auditors, consultants, students, or anyone with an interest in taking the most direct-line approach to quality implementation leading to registration.
